Perfect World
I think Susie's father meant that since nothing different ever happens in the snow globe, the penguin has nothing to worry about. Yes, he might be alone, but he also doesn't need to worry about anybody or anything doing something wrong, hurting someone, or anything to that extent. I don't think Susie's heaven is perfect for her. She misses her family very much and wants to be with them. I would think she considers herself "trapped" because she only wants to be alive and with her family again.
